This course is for estates & facilities management staff with responsibility for the provision of safe and suitable healthcare facilities in accordance with official Best Practice and CQC requirements.

It provides a concise introduction and overview of Health Technical Memorandums (HTMs). It is particularly suitable for Directors and Heads of Estates & Facilities who are required to fulfil the role of Designated Person/Responsible Person, as well as estates teams with responsibility for implementing best practice guidance.


You will gain a thorough understanding of the Health Technical Memorandum guidance and how this relates to the provision and operation of safe and suitable healthcare premises, enabling you to implement the mandatory requirements. It will also provide guidance on the management structure and the appointment of Designated Persons.

Learning Objectives

By the end of this course you will be able to:

  • Describe how the HTM suite of documents relates to the provision and operation of safe and suitable healthcare premises
  • Explain the purpose of the HTM series of guidance documents and how HTMs relate to legislative requirements
  • List the designated roles in relation to the professional management structure as defined in HTM 00
  • Describe the responsibilities and functions of each of the designated roles across the suite of HTMs
